New studies on the UK’s digital and financial lives, and the role of technology for young people

The UK’s largest study of digital and financial lives

The UK Consumer Digital Index 2023 finds that a quarter of people in the UK have the lowest level of digital skills. Published by Lloyd’s Bank and the Department for Education, the index highlights three key barriers to digital engagement: cost of living, fear of fraud, and lack of motivation to learn – suggesting that solutions cannot look at digital skills alone.

The role of technology for young people

Nominet's Digital Youth Index considers how young people are using technology and the internet. Based on a survey of 4,000 people aged 8–25, the index looks across five key pillars: wellbeing, safety, skills, connectivity and access. You can search the data by demographic and region and compare year-on-year.

NHS guidance on digital inclusion for health and social care

The NHS has published new guidance for all staff on supporting patients’ use of digital technologies. The framework outlines key steps for healthcare professionals, from senior leaders to on-the-ground staff, across five target areas such as access and trust. It also gives regional case studies for successful interventions.

Government responds to House of Lords inquiry into digital inclusion

The government has published its response to a House of Lord inquiry in June, which found that it “had no credible strategy” for addressing digital exclusion. The government response overlooks key recommendations from the inquiry, including that it develop a new digital inclusion strategy. It does flag important regional work such as the creation of the Digital Inclusion Toolkit as a resource for local councils.
